Sopla un viento tibio, la tormenta de primavera viene pronto.
Parecían volverse locos floreciendo pero quien los disperso fue el destino.

(1-a) He seems to be associating the delicate, beautiful quality of a flower petal with the now-absent "you"; it's as if he's saying in this instance, I was praying, but now I find a petal in my hands and it makes me think that you've touched me. (1-b) is similar to this. (2) The Japanese is more concise than this. It's "hana furu haru", literally "the flowers-fall spring". So really, it should be, "If you look up, it's the flower-falling spring", but you and I both know that sounds worse than what I had originally.
